You’d be surprised. There’s this bizarre notion that deliberate misinformation is a good idea. When you have people who believe in the noble lie, the truth becomes controversial.

Cast (all in cahoots);
Atheist1, Atheist2: To start initial protest
Prophet: To respond
Witch-smeller: To take things utterly nuts.
Pastor: Let Us Pray
Atheist1: (interrupting): Let us not! (continues first amendment ad lib as long as possible
Atheist2: Here Here! Right On! etc.
Prophet (shouting): Ungodly! These ungodly heathen shall be cast into the abyss &ct.
Atheist2: Who decides who is ungodly?
WitchSmeller: Witch! Witch! I smell a Witch!
Now with four plants I am pretty sure that a situation can be created that would make it a VERY long time before anyone wanted to offer prayer at a council meeting again. All the plants need to do is to stay slightly ahead of the councilors reacting. They know what is going to happen but the councilors don’t.
